Both plans preserve immutable Decision meaning, source provenance, and explicit supersession. ## Agent operation accounting An agent operation is a billable request made through an authenticated machine surface. The metered surfaces are the public API, CLI, and MCP endpoint. - A successful operation uses one operation from the applicable allowance, prepaid balance, or Team overage. - A failed operation is marked failed and does not retain a billable disposition. - Repeating an operation with the same idempotency key does not create a second usage reservation. - Operations are counted for the Organization that authorized the credential. - Included usage is shared at the Organization billing-account level rather than granted separately to each user. - No. Usage is accounted to the authorizing Organization, so issuing another credential does not create another allowance. ### Do failed agent operations count? No. Only successful billable operations retain an included, prepaid, or overage disposition. ### Does Individual automatically accrue overage?
